The Senate voted 60-40 Monday to end the longest government shutdown in U.S. history, breaking a six-week stalemate after five moderate Democrats agreed to reopen federal agencies without guaranteed extensions of expiring health care subsidies. The legislation now moves to the House, which has been on recess since mid-September, as the 41-day shutdown enters its final stages.

The breakthrough came after Sens. Jeanne Shaheen and Maggie Hassan of New Hampshire, Angus King of Maine, Tim Kaine of Virginia and Dick Durbin of Illinois switched their votes, providing Republicans the exact margin needed to advance the bill. The decision sparked fierce criticism within the Democratic caucus, with Senate Democratic Leader Chuck Schumer and Sen. Bernie Sanders voting against the measure. Republicans promised a December vote on health care tax credits set to expire Jan. 1, but offered no guarantee of passage. The legislation reverses mass federal worker firings since Oct. 1 and guarantees back pay for hundreds of thousands of employees who went unpaid during the shutdown.
