Australia, Singapore Unveil Major Strategic Partnership Upgrade Marking 60 Years of Diplomatic Ties

Australia and Singapore launched an upgraded Comprehensive Strategic Partnership on Wednesday, expanding defense cooperation and economic integration as both nations navigate an increasingly uncertain global landscape while commemorating six decades of diplomatic relations.
Prime Ministers Anthony Albanese and Lawrence Wong announced the partnership elevation during Wong’s first official visit to Canberra as Singapore’s leader, marking the culmination of four in-person meetings between the two leaders since May 2024.
“Singapore and Australia are close partners but we are even closer friends,” Albanese said at a joint press conference at Parliament House. “This year, as we celebrate 60 years of diplomatic relations and 10 years of our comprehensive strategic partnership, we are deepening our relationship even further.”
The upgraded framework, termed CSP 2.0, builds on a decade of collaboration that produced more than 110 bilateral initiatives, including what both governments describe as the world’s first digital and green economy agreements. The original Comprehensive Strategic Partnership was established in 2015.

Defense Cooperation Expansion
Central to the upgraded partnership is an Enhanced Defence Cooperation Agreement that will grant Australian forces improved access to Singapore’s naval and air facilities, enabling greater Australian military presence throughout Southeast Asia.
“We see Australia as a resident power in Asia, and your continued presence in this part of the world contributes to stability, security for all the countries in Asia,” Wong said. “This will enable Australia to deploy more of its forces in our part of the world.”
The defense enhancement comes as Wallaby military exercises between the two nations were ongoing. Singapore’s Armed Forces have trained in Australia for 50 years, with generations of Singaporean servicemembers benefiting from Australian facilities and hospitality.
Albanese characterized the enhanced port and air access as “a logical next step” in bilateral defense relations. “The enhanced availability of Singapore’s ports and air access is obviously very important for Australia to be able to have that presence in South East Asia in that region,” he said.
Economic Resilience Framework
Ministers from both nations signed a new Economic Resilience Agreement designed to ensure critical supplies continue flowing between the countries during global disruptions. The framework draws directly from experiences during the COVID-19 pandemic.
“That was a period when, remember, countries were scrambling for essential supplies. Many countries had imposed restrictions on exports, imports, and it was a very difficult time for both our countries,” Wong explained. “But because of the trust that we have between Australia and Singapore, we kept supply lines flowing between our two countries.”
The agreement will cover essential supplies including food and medical resources. During the pandemic, cargo flights continued between Australia and Singapore even when passenger travel ceased, and the nations engaged in vaccine swaps to support each other’s immunization programs.
“The framework is in place through the MOU, but the officials will be working out further details of how exactly we will implement this,” Wong said.
Climate and Energy Initiatives
The partnership refresh includes updates to the existing Green Economy Agreement and establishes a ministerial dialogue on energy cooperation. A key component involves connecting Australia’s renewable energy resources with Southeast Asia’s growing demand for clean power.
“We will support Australia’s vision to become a renewable energy superpower by connecting your abundant resources with Southeast Asia’s growing demand for clean power,” Wong said.
Singapore is developing an electrical grid infrastructure across its region, with both nations viewing climate cooperation as essential to their strategic interests. Albanese noted that morning discussions between Australian and Singaporean energy ministers proved “really constructive.”
“Part of what we need to do with the challenge of climate change that both of us understand is real and needs action is we need more cooperative action towards our common goal, which is reducing emissions in order to reduce the impact of climate change,” Albanese said.
Technology and Regional Cooperation
The upgraded partnership encompasses cooperation in emerging technologies including artificial intelligence, cybersecurity, and digital infrastructure. Both governments framed this cooperation as essential to shaping international standards and harnessing transformative technological potential.
The framework also establishes a new third-country training program to deliver capacity-building initiatives for Southeast Asian nations, including Timor-Leste, which is moving toward ASEAN membership.
“Singapore will continue to support Australia’s efforts to deepen its engagement with Southeast Asia,” Wong said.
Economic Integration Achievements
More than 5,000 Australian companies now use Singapore as a regional launch pad, with significant two-way travel fostering business connections, educational exchanges, and lasting personal relationships between citizens of both nations.
“Many have formed close ties and lifelong friendships. And these people-to-people ties form the foundation of our partnership,” Wong said.
Australia was among the first nations to recognize Singapore’s independence and establish diplomatic relations in 1965. The relationship has evolved from those initial ties into what both leaders characterized as a partnership built on deep trust and shared strategic perspectives.
Multilateral Cooperation Context
Both leaders emphasized their commitment to multilateralism and rules-based international order during a period they characterized as marked by global uncertainty and disruption.
“The world as it is today is more uncertain perhaps than it’s been in the past. There’s more disruption than there’s been in the past,” Albanese said. “One of the things that makes this relationship so solid is that we know where we’re coming from and we know where we’re going together.”
The leaders noted their upcoming participation in multiple regional forums, including ASEAN meetings in Malaysia hosted by Prime Minister Anwar Ibrahim, the APEC gathering in South Korea, and the G20 summit.
“Both Australia and Singapore recognize that our future security and prosperity lies in Asia. And that means we will have to work together to shape the architecture for cooperation in our region,” Wong said.
The partnership builds on Australia’s Southeast Asia Economic Strategy to 2040, developed under former special envoy Nicholas Moore, and follows a March 2024 ASEAN-Australia commemorative summit in Melbourne that brought together leaders from across Southeast Asia.
Implementation Timeline
Both prime ministers tasked their respective ministers with beginning immediate implementation of CSP 2.0 initiatives. Wong said conversations among officials in developing the upgraded framework proved “very natural and smooth,” indicating strong alignment of interests between the nations.
“Over the next 10 years, I’m sure that we will see even more results in bringing our two countries closer together,” Wong said.
Albanese framed the upgrade as building on proven success: “What this has done is take the last 10 years of experience of economic cooperation, defence cooperation, cooperation in dealing with the challenge, but also the opportunities of climate change, people to people links, education, all of these issues and say, okay, how can we make it even better?”
The Singapore delegation to Canberra included senior ministers across multiple portfolios, with Wong accompanied by his wife to the Australian prime minister’s official residence, the Lodge, for informal discussions the evening before the formal announcement.
At least 30 Australian students are currently in Singapore under the New Colombo Plan scholarship program, reflecting the educational dimension of bilateral ties.
