Australia and Papua New Guinea signed a mutual defence treaty today elevating their relationship to a formal alliance for the first time, with Prime Minister Anthony Albanese declaring up to 10,000 Papua New Guineans could eventually serve in the Australian Defence Force under the historic agreement.

The Papua New Guinea-Australia Mutual Defence Treaty, dubbed the “Pukpuk Treaty,” represents Australia’s first new military alliance in more than 70 years since the ANZUS pact with the United States and New Zealand in 1951, and Papua New Guinea’s first defence alliance with any country in its 50-year history as an independent nation.

“This treaty elevates the relationship between our two nations to the status of an alliance. It is Australia’s first new alliance in more than 70 years and only the third in our history,” Albanese said at a signing ceremony in Canberra with PNG Prime Minister James Marape.

The treaty contains mutual defence obligations mirroring ANZUS commitments, with both nations declaring that an armed attack on either would constitute a danger to both and committing to act together to meet any common threat.

Russia is waging a multi-front war against Europe using North Korean soldiers, Iranian drones, Chinese support and tactics ranging from military strikes to migrant manipulation, European leaders were told Thursday at an emergency summit addressing continental security.

Danish Prime Minister Mette Frederiksen warned approximately 50 gathered European leaders that Russia’s threat extends far beyond Ukraine’s borders and that Putin’s “imperial fever dream” shows no signs of stopping with Ukrainian territory.

“Russia is now converting into a war economy, using every opportunity to intimidate, to threaten and to divide us,” Frederiksen said. “Unfortunately enabled by China, with soldiers from North Korea and drones from Iran.”

The stark assessment came at the European Political Community forum in Copenhagen, where leaders confronted what Frederiksen characterized as an adversary using “all kinds of tools” to destabilize the continent.

“One day it is military drones,” Frederiksen said. “Another day it’s migrants being pushed across the borders. They are targeting critical infrastructure. We see the fight with misinformation, all with the purpose to create uncertainty and lack of trust, and attempts to interfere in democratic elections.”

The Danish prime minister told assembled leaders that security has evolved beyond traditional military confrontation into a battle for “hearts and minds” as democracy faces global pressure.

“Security is, of course, not only a question about military means,” Frederiksen said. “It is a matter of our hearts and minds.”

The forum was established in 2022 specifically to respond to Russia’s full-scale invasion of Ukraine, but Frederiksen said the threat perception must expand beyond Ukraine’s borders.

“The war was never just about Ukraine,” she said. “It is about Europe. All our nations, all our citizens, our values and our freedom.”

Frederiksen challenged European leaders who view the Russian threat as distant or abstract, invoking historical patterns of Russian expansionism.

“I know that for some of you, the threat from Russia is very clear and very present,” she said. “For others, it still seems further away. But none of us can no longer be naive.”

Historical parallels drawn included the Russian Empire’s expansion and Soviet tanks rolling across borders during the Cold War.

“Recent history tells us the exact same story,” Frederiksen said. “So why shouldn’t it happen again?”

The Danish leader told Ukrainian President Volodymyr Zelenskyy that his nation’s nearly four-year resistance benefits all Europeans, not just Ukrainians.

“You are fighting for European security, holding back Putin, defending all Europeans,” Frederiksen said.

Support for Ukraine was characterized not as humanitarian assistance but as direct continental defense.

“It’s not charity what we’re doing in Ukraine,” Frederiksen said. “It is a direct defense of our continent.”

She called for accelerated weapons and ammunition deliveries to Ukraine.

“Nowhere it will make a greater impact for European security than at the front lines in Ukraine,” Frederiksen said. “All of us have to deliver more weapons, more ammunition, and we have to do it faster.”

While acknowledging increased military budgets and institutional progress through the EU and NATO, Frederiksen said pace remains inadequate.

“We are on our way, but we have to move much faster,” she said, citing Ukraine’s rapid defense industry development as a model. “We have to learn from Ukraine, your sense of urgency, building an incredible defense industry in just a couple of years.”

The Danish prime minister connected security directly to domestic governance, arguing that democratic resilience requires delivering tangible benefits to citizens facing economic pressures.

“Our citizens need jobs and economic security,” Frederiksen said. “They need health care, education for their kids, affordable food, opportunities for their future.”

Economic independence was presented as a security imperative.

“We have to reduce our dependencies,” she said. “We have to invest in new technologies and source the critical raw materials that are necessary.”

Frederiksen also emphasized migration as a security and social challenge requiring stronger border controls.

“Uncontrolled migration is changing our societies, and it is our citizens that pays the price,” she said. “Who can enter and stay in our country? It has to be a democratic decision.”

She concluded with an assessment of Russian failures since 2022, noting Putin’s three main objectives remain unachieved despite massive investment and casualties.

“He wanted to capture Kyiv, he wanted to overthrow the Ukrainian government, and he wanted to tear Europe apart,” Frederiksen said of Putin’s war aims.

After nearly four years of conflict and billions spent, she characterized the invasion as a Russian failure.

“Today, after almost four years of full-scale war, after spending billions of dollars sacrificing thousands of Russian lives, Putin has not succeeded in any of that,” Frederiksen said.

She credited Ukrainian resistance and international support for preventing Russian success.

“The war is a Russian failure,” Frederiksen said. “First and foremost, thanks to you, Volodymyr, to every brave Ukrainian man and woman fighting for our freedom, but also to every nation supporting you.”

Frederiksen challenged European leaders to demonstrate collective strength.

“Europe is strong when we decide to be, and we need to make it much stronger,” she said.

The summit format brings together leaders from diverse European nations with varying proximity to Russian threats and different national interests, attempting to forge unified responses to what Frederiksen characterized as existential continental challenges.

The meeting occurs as Ukraine’s war approaches its fourth year with no clear path to resolution while Russia expands its international military partnerships and escalates hybrid warfare tactics across European territory.

European Commission President Ursula von der Leyen announced Tuesday a reparations loan backed by immobilized Russian assets to provide long-term military support to Ukraine, marking a significant shift in how the European Union finances assistance to Kyiv.

The loan would be dispersed in tranches with conditions attached and partly used to procure weapons from European defense manufacturers, von der Leyen said during a security meeting with NATO Secretary General Mark Rutte. Erica Kirk, widow of assassinated conservative activist Charlie Kirk, delivered an emotional address Thursday evening pledging to expand her husband's political movement and declaring that his killers "have no idea what they just have unleashed." The widow's address came hours after authorities arrested Tyler Robinson, a 22-year-old Utah man, in connection with her husband's Sept. 10 assassination at Utah Valley University. Charlie Kirk, 31, was fatally shot while speaking to supporters as part of his "American Comeback Tour." Robinson was turned in by his father, ending a two-day manhunt that drew national attention and a $100,000 FBI reward.

Throughout her remarks, Erica Kirk referenced her husband's Christian faith and their young family, describing how she told their 3-year-old daughter that "daddy is on a work trip with Jesus." The UN Secretary-General has condemned an Israeli strike targeting Hamas leaders in Doha, the capital of Qatar, on Tuesday, while highlighting the “very positive role” played by the country in achieving a ceasefire in Gaza and securing the release of hostages.

The Qatari Government condemned the attack as a “blatant violation of international law” and the Qatari Prime Minister said at a press conference that “there must be a response from the entire region to such barbaric actions.”

Qatar – alongside the US and Egypt – had brokered extensive efforts to end the Gaza war which began on 7 October 2023 when Hamas and other militants attacked settlements in southern Israel.

European Commission President Ursula von der Leyen condemned Russia’s latest strikes on Kyiv, calling them the deadliest drone and missile assault on the Ukrainian capital since July and warning they would only harden Europe’s resolve.

“I am outraged by the attack on Kyiv, also hitting our EU office,” von der Leyen said Tuesday in Brussels. “Two missiles hit within 50 metres of the Delegation in 20 seconds. I just spoke with our deputy ambassador and am relieved that none of our staff were harmed.”

The European Union office in Kyiv was damaged in the attack, though no EU staff were injured. Ukrainian officials reported multiple civilian casualties from the overnight strikes, which targeted residential areas along with diplomatic buildings.

Von der Leyen said the Kremlin’s actions underscored the scale of the threat. “This is another grim reminder of what is at stake. It shows that the Kremlin will stop at nothing to terrorise Ukraine, blindly killing civilians – men, women and children – and even targeting the European Union,” she said.

She confirmed the EU is preparing a 19th package of sanctions against Russia and is advancing work on using frozen Russian assets to support Ukraine’s defence and reconstruction. “We are keeping maximum pressure on Russia,” she said.

The Commission chief said she will travel Wednesday to seven EU member states bordering Russia and Belarus to demonstrate solidarity and highlight progress on joint defence initiatives, including the SAFE program, designed to strengthen Europe’s defence industry.

Von der Leyen also praised EU staff working in Kyiv under what she described as “extremely difficult conditions.” She said she plans to visit the Ukrainian capital again to deliver her support in person.

A Chinese warship crashed into one of its own coast guard vessels Monday while pursuing a Philippine patrol boat near the contested Scarborough Shoal, Philippine officials said, releasing dramatic video footage showing the Chinese vessel's bow completely destroyed from the collision. The incident occurred as the Philippine Coast Guard vessel BRP Suluan escorted boats distributing aid to local fishermen in the disputed South China Sea waters.

"The CCG 3104, which was chasing the BRP Suluan at high speed, performed a risky maneuver from the vessel's starboard quarter, leading to the impact with the PLA Navy warship," said coast guard spokesperson Commodore Jay Tarriela in a statement Tuesday. The collision left the Chinese coast guard ship "unseaworthy" with substantial damage to its front section, while Chinese authorities confirmed a confrontation took place but made no mention of the collision between their own vessels. The incident marks the latest escalation in ongoing territorial disputes between China and the Philippines in waters Beijing claims almost entirely despite international rulings rejecting those assertions.

NATO Secretary General Mark Rutte announced the landmark decision during a closing press conference at the 2025 NATO Summit, saying allies had "laid the foundations for a stronger, fairer and more lethal NATO" through adoption of The Hague Defence Investment Plan.

"Allies have agreed to invest 5% of GDP in defence," Rutte said. "This is a significant commitment in response to significant threats to our security."

The new spending framework represents a substantial increase from NATO's previous benchmark of 2% of GDP for defense expenditures. Under the new plan, member nations will allocate 3.5% of GDP to "core defence requirements" and an additional 1.5% toward "investments that support our defence and security."

Rutte said the 3.5% portion "is to fund our militaries and the equipment they need – from our air defences to ammunition, drones, tanks, troops, and more." The additional 1.5% will support broader defense and security investments aimed at deterring aggression.

The secretary general noted that all NATO allies "will now meet this year or have already met" the previous 2% target, which had been a longstanding benchmark that some members struggled to achieve.

"It includes at least 3.5% of GDP invested in core defence requirements – a benchmark that until today was set at 2%," Rutte explained during the press conference.

President Donald Trump, attending his second NATO summit, reaffirmed U.S. commitment to the alliance while emphasizing expectations for increased European and Canadian contributions.

"President Trump has been clear, America is committed to NATO. He affirmed that again today in no uncertain terms," Rutte said. "At the same time, he made clear that America expects European Allies and Canada to contribute more. And that is exactly what we see them doing."

The secretary general described the new arrangement as creating a "fairer Alliance with Europe and Canada stepping up and carrying their fair share of the responsibility for our shared security."

NATO leaders also pledged continued support for Ukraine, with Rutte announcing that allies have committed "over 35 billion euro pledged so far this year, with more to follow." Ukrainian President Volodymyr Zelenskyy attended the summit alongside his delegation.

"My dear friend, Volodymyr Zelensky, is here in The Hague with us at the NATO Summit, along with his team," Rutte said. "Our resounding message to him and the Ukrainian people is that Ukraine has our continued support."

The alliance reaffirmed its position supporting "Ukraine on its irreversible path to NATO membership" while maintaining that the goal is to "keep Ukraine in the fight today, so that it can enjoy a lasting peace in the future."

Rutte emphasized that the spending increases will drive expansion of defense industrial capacity across member nations. The plan calls for rapidly boosting production capabilities "on both sides of the Atlantic" to meet new requirements.

"We need quality and quantity. We need to innovate and we need to act fast," Rutte said, noting that implementation would require continued efforts to "bring down barriers" and leverage partnerships with the European Union, Ukraine, and Indo-Pacific partners.

The secretary general highlighted significant economic benefits from the defense investment plan, citing "the potential for literally millions of extra jobs across the Alliance" as defense industries expand to meet new production demands.

NATO's Updated Defence Production Action Plan, released publicly during the summit, outlines the alliance's strategy for coordinating increased manufacturing capacity. The plan focuses on aggregating demand across member nations, boosting production capacity, and strengthening engagement between military planners and industry partners.

"Together, Allies have laid the foundations for a stronger, fairer and more lethal NATO," Rutte said, describing the decisions as having "a profound impact on our ability to do what NATO was founded to do – deter and defend."

The secretary general framed the spending commitment as a response to diverse security challenges facing the alliance.

"It means that no matter the challenges we face – whether from Russia or terrorism, cyberattacks, sabotage or strategic competition – this Alliance is and will remain ready, willing and able to defend every inch of Allied territory," Rutte said.

He added that the goal is ensuring "our one billion people can continue to live in freedom and security."

The summit's focus on industrial capacity reflects NATO's assessment that modern defense requires unprecedented coordination between government and private sector partners. Defense ministers, industry leaders and experts participated in discussions aimed at identifying practical solutions for enhanced production and innovation.

Rutte characterized current global tensions as requiring NATO to balance multiple priorities simultaneously. The alliance must "ensure we can effectively deter aggression and defend ourselves, and each other, should anyone make the mistake of attacking," he said.

The secretary general emphasized that implementation of the new spending targets represents just the beginning of a broader transformation.

"Of course, work does not stop here. This is day one," Rutte said. "We now shift from agreeing on what we need – to rolling up our sleeves and making this new plan our reality."

The commitment extends beyond traditional military spending to encompass what NATO describes as comprehensive security investments. The 1.5% portion of GDP designated for supporting investments acknowledges that modern defense requires capabilities spanning cybersecurity, space assets, and dual-use technologies.

NATO officials indicated the alliance will continue leveraging partnerships with various international organizations and regional partners to maximize the effectiveness of increased defense investments.

"We will leverage our partnerships with the European Union, with Ukraine, and in the Indo-Pacific to foster defence industrial cooperation," Rutte said.

The secretary general concluded by emphasizing alliance unity and determination in the face of evolving security challenges.

"The resolve of Allies is clear. We are in this together. Committed to Article 5. And we are determined to stand firm," Rutte said. "No one should doubt our capacity or determination should our security be challenged."

The Hague Defence Investment Plan will require ratification and implementation by individual member nation parliaments and governments, though specific timelines for achieving the new spending targets were not immediately announced.

The 2025 NATO Summit in The Hague marked the alliance's 75th anniversary year and represents what officials described as a defining moment for transatlantic security cooperation in the 21st century.

NATO Secretary-General identified Iran's potential acquisition of nuclear weapons as his primary security concern Monday, defending recent U.S. military actions against Iranian facilities while warning of regional consequences if Tehran develops atomic capabilities.

"My biggest fear would be Iran having a nuclear weapon," the Secretary-General said during a pre-summit press conference. "It will be a stranglehold on Israel, on the whole region and other parts of the world."
